Connecting Science, Policy and Innovation

I am Dr. Ramiro Gilardino, a physician and global health strategist working at the intersection of science, evidence, policy, and patient-centred access.

Throughout my career, I have been driven by a simple question: how can scientific innovation translate into better decisions and ultimately better outcomes for patients? That question has shaped my work across healthcare systems, industries, and international collaborations, where I have focused on connecting evidence generation with policy, value assessment, and real-world implementation.

Rather than viewing science, market access, health technology assessment, or stakeholder engagement as separate disciplines, I see them as interconnected elements of a broader healthcare ecosystem. My work aims to bridge these perspectives to support more informed, transparent, and equitable decision-making.

Over more than two decades, I have held leadership roles across the biopharmaceutical industry, non-governmental organizations, advisory settings, and international professional societies. Working across Europe, Latin America, and emerging markets, I have led multidisciplinary teams, developed access and evidence strategies, and built partnerships with regulators, payers, patient organizations, scientific societies, and healthcare decision-makers. This experience has provided a systems-level perspective on how innovation is evaluated, communicated, and adopted across diverse healthcare environments. It continues to shape the way I approach complex challenges at the interface of science, policy, and access.

Alongside executive leadership, I actively contribute to advancing dialogue on the future of healthcare innovation. My work includes peer-reviewed publications, keynote presentations, scientific panels, policy commentaries, and collaborative research focused on health technology assessment, evidence generation, patient-centred value assessment, health equity, and emerging approaches to healthcare decision-making. Through these activities, I seek not only to share evidence, but also to stimulate discussion on how health systems can continue evolving to meet the needs of patients and society.

Professional collaboration has been a defining element of my career. As a member of the Board of Directors of ISPOR, and through leadership roles in international working groups and scientific collaborations, I contribute to initiatives that explore the future of health economics, outcomes research, value assessment, and evidence-informed policy.

Current areas of work include Dynamic Health Technology Assessment, patient-centred approaches to value assessment, broader value frameworks, and strengthening collaboration across academia, healthcare systems, industry, and patient communities.
